Key insights: The 2024β25 migration program
The Australian Government's 2024β25 permanent migration planning level was precisely set at 185,000 places, with an impressive 185,001 visas delivered. This reflects highly precise program management with a clear skill-focused structure across three major streams:
- π οΈ Skill Stream: 132,148 places (71.4%)
- π¨βπ©βπ§βπ¦ Family Stream: 52,500 places (28.4%)
- π§Ύ Special Eligibility Stream: 353 places (0.2%)
The Special Eligibility stream even exceeded its original allocation, thanks to additional ministerial intervention grants, primarily under Subclass 151 (Former Resident), reallocated from the Regional Skilled category.

Skill stream spotlight: Policy signals & priorities
Beyond just the numbers, the policy signals within the Skill Stream are crucial for understanding Australian immigration trends. We've identified two core channels and key priorities:
- Employer Sponsorship and State/Regional Pathways Remain Core: π’ Employer Sponsored (44,000 places), πΊοΈ Regional (32,948 places, mainly Subclass 491), and ποΈ State/Territory Nominated (33,000 places) collectively formed the backbone, with state or territory nominations accounting for 44% of the Skill stream.
- Ministerial Direction 105 (MD105) Prioritises Key Occupations: Effective 15 December 2023, MD105 ensures regional employer-sponsored occupations (Subclass 186 and 494) receive the highest processing priority. Additionally, health (10,472 visas) and teaching (2,798 visas) professions received priority processing for primary applicants, totalling 13,270 visas in 2024β25.
